TL;DR

Prison inside Stormwind City. Nothing here for Horde: no Horde quests and it is on no Legacy list. Skip it.

Where: a building just north of the Mage Quarter, Stormwind City (the Alliance capital).

Quests: none. Icy Veins and Wowhead list only Alliance quests.
Legacy: not on any of the three dungeon lists (beta client data), so it gives no Legacy point.
Icy Veins calls it effectively Alliance-only and does not recommend Horde try it.

Getting there on a PvP realm (if you insist)

Blizzard: on PvP you are almost always at risk of attack. This one is inside the enemy capital.
Wowhead's route !: zeppelin to Grom'gol, swim north up the coast to south Westfall, then through Elwynn into Stormwind. Expect to strip your gear and corpse-run through the city several times.
